In view of this opinion I have taken no steps to

cause a further charge to be brought against Chau Ming in respect of the alleged adoption which took place in April,

1931, more than six months ago.

4. The report of the Secretary for Chinese Affairs on the general question of girl adoption will be completed

shortly and will be forwarded to you as soon as possible.
